Bulk Billing Incentives and the Bulk Billing Practice Incentive Program
Bulk billing incentive payments change from 1 November 2025.
Eligibility of bulk billing incentives will expand to all Australians with a Medicare card.
Currently, GPs only receive Medicare bulk billing incentives if they bulk bill children under 16 and Commonwealth concession card holders.
The Bulk Billing Practice Incentive Program (BBPIP)
The Australian Government will support thousands of general practices to bulk bill every patient, with the launch of the new Bulk Billing Practice Incentive Program (BBPIP).
Practices participating in BBPIP will receive an additional quarterly 12.5 per cent incentive payment on every dollar of MBS benefit paid from eligible services, split evenly between the GP and the practice. The split recognises the roles played by practices and providers in delivering bulk billed services to patients. This payment will be in addition to MBS benefits paid, including bulk billing incentives.
Accredited practices can prepare by registering for MyMedicare. Instructions on how to do so are available on the Services Australia Health Professional Education Resources website.
To participate in BBPIP, practices will need to:
- Bulk bill all eligible services for every patient
- Promote their participation in BBPIP as Medicare Bulk Billing Practices in the National Health Service Directory (NHSD)
- Be MyMedicare registered*
*Currently unaccredited practices that wish to participate in the BBPIP will be exempt from MyMedicare accreditation requirements for a period of time yet to be announced.
A calculator developed by the Department of Health, Disability and Ageing (DHDA) is available for GPs and practice owners or managers to estimate annual earnings from the BBPIP. Click below to access the calculator, and here to view a DHDA user guide.
