Bulk Billing Incentives and the Bulk Billing Practice Incentive Program
Bulk billing incentive payments have changed from 1 November 2025.
Eligibility for bulk billing incentives has expanded to all Australians with a Medicare card.
Previously, GPs only received Medicare bulk billing incentives if they bulk billed children under 16 and Commonwealth concession card holders.
Bulk Billing Practice Incentive Program open for registration

General practices across Australia can now register for the Bulk Billing Practice Incentive Program (BBPIP).
The BBPIP commenced on 1 November 2025, alongside expanded eligibility for Medicare Benefits Schedule (MBS) bulk billing incentives, which now apply to all Medicare-eligible patients.
BBPIP provides an additional quarterly 12.5 per cent incentive payment on MBS benefits paid from eligible bulk billed services, split 50/50 between the GP and the practice.
A calculator is available to help GPs and practice managers estimate the financial benefits of adopting a bulk billing model and joining BBPIP.
